I don't believe that's correct, honestly. The reason why Naruto looks rather contradictory here is because of the technology itself, and what he said about it earlier. Like you stated, Naruto banned the device from the CHunin Exams because it inhibited a ninja's true abilities, and they relied on the tools themselves. This technology could stunt the growth of ninja, like Boruto for example.

However Naruto is okay with technology now, but this could also be his downfall. He doesn't need to use this device as he was capable of fighting Momoshiki along with Sasuke, just fine. But now he seems hypocritical to the technology situation.

What would happen to the world if this technology became rapid, and now all ninjas started using it? He couldn't stop it.

Going by what has been posted already, there's actually nothing that shows he specifically is going to be using it. Naruto has always been about using what he already has himself, but who knows with this author.

Idk about that. Shinki called Boruto trash, and his team members said that Boruto would lose to him. Gaara says that instead of watching someone else's growth, you should focus on yourself. Then they agree and walk away. I'd say that was development, but it was short.

Am I missing something? Didn't Naruto have that arm made from Hashirama cells? When did he lose it?
