You seem to misread my comments, Kabuto is fodder because he has no talent that makes him OP, Neji had the talent to self-teach himself main branch jutsu, he had the talent to surpass the main branch.

Likewise transmigrants and Kages have the talent to be OP, Kabuto's only talent was medical jutsu and like most healers he was fodder which is why he stole other ninja's talents.

Agreed kabuto is a great character and his jealousy of the Uchiha was very understandable. Because Kabuto was Shinobi born with kekkei genkai or a special blood line so him stealing other people's DNA made sense.

Even in part one he was considered to be as strong as Kakashi ( an elite jounin level ninja ), he was also able to hold his own against a rusty Tsunade. This feat alone puts him above the likes of Neji. He was never a fodder.
