I know this jutsu is pretty much featless but I think its really one of the best if not the best jutsu in CQC.
D is just my theory how I think jutsu works.
A) Introduction :
B) Destruction power :

So combination of B,C and D makes it pretty formidable jutsu in CQC .

A) Introduction :
This jutsu is extremely hard to use because it requires 2 things .
- Perfect chakra control
- Shape manipulation
According to both translations of databook 4 we have, it requires perfect chakra control and you need Byakugan to be able to learn it.
"Because it will fail at even the slightest mistake in Chakra control, it is extremely difficult to learn this ability, which is a feat that requires the Byakugan."
"The slightest mistake in chakra control will result in the failure of this technique. Precise skill and the Byakugan are needed to attempt this risky ability."
But apart from perfect chakra control one also must be good in shape manipulation :
From Databook 4 "By changing the shape of Chakra released from both hands, [the user] greatly increases reach and destructive power."
And we know that shape manipulation itself is A rank in difficulty.

According to both translations of databook 4 we have, it requires perfect chakra control and you need Byakugan to be able to learn it.

I see many say this jutsu is just for absorbing chakra from someone . This is false because of 2 facts.
1. Databook explanation :

As we can see it has increased destructive power than regular gentle fist . We know one regular precise gentle fist attack to the organs can be fatal. So Twin Lion Fist which has bigger destructive power should be fatal too.
2. The Last Movie
In the Last Movie Hinata had mission to destroy Tenseigan Vessel. In order to do so she tried and used Twin Lion Fist. So this is direct confirmation that this jutsu can be used for destruction and dealing damage not just absorbing chakra.

Reach is increased which is very important in CQC. Fighting someone so skilled as Hyuga in CQC is hard even without increased reach in this way its like fighting with 2 swords .

D) Theory on how jutsu actually work and absorbing ability.
I already proved that this jutsu can be used for destruction. But apart from that it has second ability which is to drain chakra from chakra network like explained in Databook .
So how I think jutsu works. When will jutsu just drain chakra and when it will actually deal real damage ?
I think lion mouth are responsible for dealing real damage .They must hit you if you want your opponent to suffer some damage.
Now what makes this jutsu so deadly ? Even if you miss direct hit with lion mouth jutsu or it gets blocked opponent will still suffer some consequences and that is absorbed chakra.
For example :
Normal or gentle fist attacks need direct hit or they are completely wasted.
As you can see those attack got blocked and no damage was done. But with Twin Lion Fist its different they have big volume so despite lion mouth missing, opponent arm (or any part of the body) will still make contact with Twin Lion Fist which will result in draining chakra .So opponent can´t simply block it in like usually because each block that touches area of Twin Lion fist will result in more chakra being drained.
Only problem is that we don´t know how much chakra it can drain in one shot.
