I think Mitsuki looks up to Boruto but im not sure if he is loyal to him. Whoever he takes orders from may want him out of the picture if he gets too strong. So Mitsuki may be beginning to feel conflicted which is something he is unfamiliar with. This is the way he measures the situation in his own disconnected way.
