I think that Obito is scarier than Madara, just being plain honest. After awakening his Sharingan, he showed a lot of battle prowess. Whereas he was too scared to even help Kakashi fight a Hidden Stone shinobi, he shortly after was able to do battle with a Jonin alongside Kakashi, showing combat skill and bravery he had been unable to show before.

Coupled with the state in which Obito awakened his gift; the 2nd tomoe and how powerful his Mangekyo Sharingan is, it's safe to say that Obito's potential and blood purity could possibly be far greater than any Indra incarnate and Uchiha before him.

If Madara and Obito were born in the same time and both with brothers, I'm sure Obito would have scared the living shit out of people for years to come, even after death and would bring more fear of the Uchiha than Madara ever did.
