A geometric shape enclosed within a circle usually represents the microcosmic meaning of that symbol. It would be enclosed within the heavens so to speak. So if the points on the heptagram represents planets in the macro the micro could represent seven people. In the manga I think the seal represents Boruto's eye. The circle is a sun symbol. And the heptagram may represent Kara. Maybe he is destined to be the leader of that group.
