She developed shit, though. She learnt it, sure. She never developed it. Also, S rank is subjective and perspectival based. For instance, according to Kakashi, all Nature transformation are A rank. So, the rest of the skill requires where the technique stands in regards to the others.

She hasn't done Nature Transformation. So, the rank is for basic control only. It's relative anyway.
