It's just ordinary chains to hold you? Does he use it in a combo in Ninja storm or does he just hits you with his hands instead? I remember seeing a final/special where he holds them with chains so that the kyubi blast the opponent but nothing else.

I'd rather him use chakra blades or a Gunbai fan instead.

It's efficient in the NV where throwing anything rope like will create a lasso effect. He mostly uses them in conjunction with Kamui VS both Minato and the games. Because his body will phase through but the chains sometimes won't, it's a great way of getting them stuck in a second follow-up attack.
