We would have to know what exactly is the power limit, due to the fact that Minato for example has produced Rasengan far larger (not talking about Chou) in his base, so what he did against Obito was more focused on the seal implantation rather than power output. I have no doubt that if Boruto hit the Rasengan in between a group of people, the same reaction would come about. However, I can't state just what would happen for sure.
I just know that the attack isn't something to be underwhelmed though.
