but the vast difference between someone like Iruka using it and Naruto is mostly due to chakra reserves

not only in numbers but splitting that chakra up so that each clone is still OP enough to be a danger for the enemy itself

like those Naruto clones running around to different battlefields during the war

Except who mastered it? Boruto didn't and Naruto didn't until he was 16. And Boruto's stats suck.

Except it's forbidden because you need to split your chakra in half to make kage bunshins and if any and everyone learned and used it would make them fatigued faster than the norm.

Shadow clone should have been exclusive to a single clan "Senju" like the Sharingan is to the Uchihas.
The evolved version is the Rinne clone no Jutsu which requires the Sharingan or more accurately the Rinnegan to use.
The 3rd evolution in the Jutsu which will probably be shown in Boruto is the Spirit clone, which turns any of the clones into the original character in case the main one gets undone.
The 4th version of the Jutsu which will be shown in part 3 Xoruto is still under consideration by me.

He can't do it in battle when he has to conserve his chakra, he doesn't have the reserves to use chakra consuming techs in battle. Most he did was two shadow clones against Obito.

Amaterasu has very limited usage. Even with the shape manipulation of blaze release, ultimately amaterasu is still only good for fights or destruction.

Shadow clone jutsu has supplementary uses (such as using clones to gather information, using them to multitask like hokage Naruto, using them to multiply your jutsus by doing something like launching 10 rasengans instead of just 1, etc) in addition to offense and defense in battle.

I'm not saying that shadow clone jutsu is stronger than amaterasu necessarily, but it is arguably more useful and versatile in its application.
