Yup, the one he used in the Madara/Kaguya/Vote 2 fight was that same form, but utilizing some chakra of every tailed beast.

He still has access to his most powerful form. Considering he's the meeting place, all he needs to do is to call on the Bijuus.

That form would've been too much for Momo to handle, which is why it wasn't used via plot.

RSM is Six Paths Senjutsu. Naruto combines bijuu power with sage mode. His pigmentation and eyes represent sage mode and his cloak represents his bijuu power. If his cloak changed it's cause he lost the other bijuu. So he's still using RSM. If it was BSM you'd see toad sage pigmentation.
