When was it confirmed no one else could see it the only time he had his dojutsu activated where others could see were when he stopped sumire and mitsuki

Mitsuki knew for a while he had a dojutsu and sumire understood when shecsaw him how he could see her chakra snakes

The only other public time was in the postal office and everything went quick to notice borutos eyes

could just be a play via the writers to prevent the kids from seeing it

the only time Boruto himself saw his eye was when he woke up from that Toneri dream

likely the eye is visible but now one actually payed attention
