I doubt it, the den den mushi seems ingrained info the one piece verse, it has probably been used even before Judge's time.

The snails exist naturally but it said the den den mushi is a modification added to those snails and we saw the Germa come in on giant snails. Seems like maybe a connection even if a weak one.

This is a cool thing to think about actually.. since they use snails so much.. lol

But Judge? Nah.. I think he's too young.. maaaaybe VegaPunk though (if there's any character responsible for the Den Den Mushi that's still alive).. and this is me assuming VegaPunk is extremely old.. lol (possibly even like Gorosei type old)

If not VegaPunk, I still don't think Judge, but it would be cool if Judge's ancestors created them.
