Who/How is anyone faster footspeed than Lee?

Just rewatched Lee VS Gaara and it's hard to imagine anybody even in Shippuden pulling off those same feats...yet they do, a lot. Second Shippuden starts, Lee's speed doesn't help him against a single foe, not even 20% Kisame. Its hard to wrap your head around when Lee is literally seeming to teleport and even sharingan Kakashi is stunned by the footspeed.

Raikages, Sasuke, Kakashi, Madara and even just the basic Akatsuki are characters who seem to trump him on footspeed and i'd just like it broken down to me like im an idiot

Well I'm sure Sasuke or JJ Madara could give him a run for his money, maybe others too.

Scaling is just bad. They introduce him as the fast guy but fast guys are super OP so when they introduce better ninja, they just sort of ignore the fact that he should be OP as f*ck, I guess.

Only characters I think are faster are Naruto, Sasuke, Madara, Obito, Ay, 3rd Raikage and Gai. Gai is possibly the fastest character we've ever seen so if Lee was to go 8 gates he'd be amongst that level.

If we include s/t then Minato and Tobirama could possibly be faster as well.

yea adult lee on 7/8 has to be insanely fast but i think kishi just forgot about him

lee is notable the fasts character in a sense him and guy use speed in all their attacks ...so fast the air and sound is alterd and turned into a destructive force of power. no charka required... these guys probably walk on water/wall by moving fast too you just cant see.(flash )

no amount skills or talent or copy abilities can compared to the hard work these guys put into. unless you use techs(charka based)

He was fast for a gennin level. A fast ninjas like Neji was outspeeded by all the Jonnins and he didnt notice it until they were touching him

Gaara also, his sand could barely keep up with Lee but then Gai appears in base and was faster than his sand.

Then we have Sasuke vs Gaara and they said Sasuke could reach Lee's speed with the gates open. And Sasuke is slower than Raikage even as Adult.

6 gates Gai is tied with Kakashi's Shunshin.
