Yeah it's pretty underrated for Tobi's moveset. The rest of the series shows it's not battle-capable though, otherwise he'd have Sasuke and any of his opponents under his spell. A Dictator Kage is one of the few positions where you could live day to day without meeting too many people. It's a low profile job in the Hidden Mist I imagine, so plenty of time and privacy for Tobi to keep him sedated and following orders.

Obito was a skilled surgeon after all, he probably had a bunch of medical know-how.

The most likely scenario is Danzo and Obito teamed up and Shisui was sent to do the business leave false memories etc and after that Obito would pop in once in a while to do his thing. No need for sharingan for that. Or even zetsu copied into Shisui and boosted by obito another scenario.

It's more rational white zetsu substitution even kirigakure suspected it was Shisui who was behind it. That is manga fact.
Obito could be behind it ultimately but what is to say white zetsu wasn't used. It reconciles both sides of the argument.

Still it's MangaFact that Naruto is in a lvl of his own in being a Perfect Jin. He's the meeting place of the tailed beast, as well as possessing a small of amount of chakra from each, a pseudo JJ if you will.

His relationship with the Bijuu's is unsurpassed.
