Kaguya ate the fruit before hagoromo and hamura were born, thats why they are so powerful because they inherited her immense power. There is no way the brothers could possibly know her previous power and I doubt she explained it to them given how the shinju corrupted her mind.

In the end, I think that's all Hagoromo and Hamura could do as well is seal her. She's immortal and can't be killed. Sealing her away for all time seemed like the next best step.

But yeah I think Kaguya has always been more powerful than Hamura and Hagoromo. That much was made cleared by how even they feared her right up until the end. Guess it doesn't really matter whether it was before she absorbed the tree or after. I think she has just always been stronger.

Yes, but we can't say that Hagoromo is necessarily weaker. He avoided Naruto's question and instead said she was stronger than anyone. Even if you consider that to work as a confession, he could just be referring to him as he was before her defeat. As a host, he does have more chakra than Kaguya, so it's possible he's stronger.

We don't know if Kaguya was stronger than before or if she was, by how much. Besides, Naruto, Sasuke, and Kakashi had powers Hagoromo didn't.
