Sure Sasuke supposedly "mastered" his Rinnegan and Naruto got both parts of Kurama.

But that isn't any exponential boost.

Even if they're stronger their still in the same tier area they were at at the age 17.

They were just teens when they were 17... their bodies hadn't fully developed and their skills were far from perfect. All in all, both of these things make them a lot less powerful than they were even just two years later. War Arc Naruto could never fire a Rasenshuriken one-handed in base with no prep time, never mind make it into a homing jutsu. Nor could Sasuke produce a hand-sized Chidori with power rivalling, or even surpassing the Susano'o: Chidori he used at the Valley. Amongst other things of course.
