He invented both jutsu and they are both extremely OP, I guess Kishi used him to show us what an Uzumaki's power might have been like. Him and Minato were both good examples of why Naruto's clan was so feared.

I didn't mean literally but more figuratively, Uzumaki were known as prodigious sealing jutsu users but we never saw them, so Tobirama is the perfect example of what one would be like.

I think Kishi emphasized that with Minato as well, Kushina was the one that taught him about sealing techs and his talent surpassed hers and Tobirama's. He's not Uzumaki but he's basically what one would look like

Btw Senju and Uzumaki share the same bloodline so it wouldn't be uncommon for a Senju to be born with Uzumaki talent and vice versa. Tobirama is a Senju with the talent of Naruto's clan.

We've seen their sealing jutsu reaper seal and 4 point seal.
Even the other countries and clans have fuinn jutsu it doesn't make them Uzumaki.

Orochimaru's talent was nowhere near Hagoromo's descendants, Tobirama was prodigious with sealing jutsu just like an Uzumaki is and he shares the same bloodline as Uzumaki. He's from the same bloodline so he could have inherited their talent even though he's Senju.
