It sounds like BS but there's evidence by Kishi as to why her power rank is high tier Kage
Aside from RSM Naruto, she's the only person that can survive fatal attacks
And as ridiculous as it looks, you got to give her credit for being the only shinobi in existence that survived a fatal wound from Madara and a JuubiJin.
In addition to Hashirama level healing, Sakura has monster chakra reserves, if you're a Naruto fan you would appreciate what huge loads of chakra can do for someone.
In Sakura's case she had the reserves to power a Kaguya level feat, with that amount of chakra she could technically have the reserves to heal herself all day. Which comes to my next point, stamina
She had the stamina for Obito to reproduce Kaguya's feat MULTIPLE times, it doesn't look impressive but Sakura is being portrayed as having the stamina to outlast most opponents in the battlefield, further paralleling her with her mentor.
In terms of attacking ability, Tsunade was stated to be physically stronger than Raikage, logically Sakura would be as well especially if we go by Kishi's theme of "next generation surpassing the previous one"
Sakura's talent doesn't really come from her offensive feats but rather her defensive feats. As a Byakogou user her resilience is up there with Ashura incarnates
Killing her would be nearly impossible unless the opponent has a level of power comparable to high tier Kages, which is why we can consider her power being high tier Kage.
Despite the character being trash, the physical strength to break v3 avatars and tank nearly every jutsu makes her one of the strongest shinobi in history.
