Well yes I agree. He could have finished him off with Izanagi but get Kurama out of the whole battle and his Chance of killing Hashirama with izanagi would have decreased to a high degree.

I don't really see Madara without Kurama damaging SS enough to make it useless.

No they don't. Necromancer just said that Hashirama is overall better. Madara with 100% Kurama could have won Vote if he wanted to because Izanagi is haxxx. I don't even deny that and I'm a Hashirama Fan.
