With posted images, yes Gai rivaled Sakura's CES during that instance. But c'mon. CES is better since the user can focus more chakra for a stronger hit.

Actually the CES used depends upon how much chakra is focused in the fist. It seems like sakura's CES is greater than base guy punch.But 8 gates guy has superior strength than sakura which I cannot deny.

The severity of the punch depends on how much chakra is put in the fists. Sakura didn't need much for the Akatsuki hideout rock seeing as Gai was confident he could bring it down with muscular strength alone.
