What age is when a Ninja has gotten his maximum potential before age begins to weak him?
For example, Jiraiya was around 51 when he had 35.5 just like Itachi. And Hiruzen had 34 points at 69 years and his physical stats already started to go down. Itachi was 21 and had the same 35.5 points as Jiraiya but he didn't reach his prime.
Hashirama and Madara fought in the Valley maybe at their 30's. Kakashi, we can see he still had development from second and third Databook. Depending also by the potential someone can reach their full level on a stat like maybe Itachi in his chakra level. Kakashi in his 30's had development in Ninjutsu.
Then:
12 to 20: Biggest growth of Physical Stats such as Power, Speed, Durability, Physical Energy. Average to low Battle Experience. Average to High growth depending on your style in Taijutsu, Ninjutsu, Genjutsu and other fields.
20 to 30: You are reaching your prime. Your potential is opened. You keep learning and acquiring Knowledge and Experience. Perfecting your style battle. Learning more things. High growth on your battle style and your dreams. You keep acquiring physical power and a lot.
30 to 40: Biggest growth of Experience, and Knowledge and Mental Energy. You become very wisdom. You get your highest level of chakra. Perfection of your style. You keep growing but not as fast as before in physical power.
40 to 50: You live with your prime stats and learn new things. You have stability. You still have potential to grow depending on you. For example Jiraiya was learning new things.
>50: Downhill of abilities, chakra, physical stats.
So this means, Jiraiya started to loose physical power and other things. Hiruzen was elected as Hokage in his prime. Hashirama and Madara were barely in their prime when they fought. Tobirama defeated Izuna when he was still growing. Itachi had a lot to keep growing. Kakashi's Generation was reaching their prime. Hiruzen retired at maybe 55 years when Minato became Hokage. He started to lose power. Kakashi at 28 years was a prospect for Hokage but he was to young, maybe because he wasnt in his prime. Tsunade retired fast since she was already going to lose power. Even Naruto became Hokage in his 30's.
