Only by looks, and even then the hair seems to say otherwise.

Indra's hair gene is definitely dominant (there is literally no known descendent of his with any other hair color), and Kimimaro has white hair.

Other significant characters with white hair:
1. Kaguya
2. Hamura
3. Toneri / Ootsutsuki of the Moon
4. Tobirama / Some Senju
5. Jiraiya, Hatake Clan, Kabuto, and Mitsuki

That's about it for people born with white hair.

Also consider that Indra never showed such abilities as Kimimaro. That KKG evolved from a different branch.
