Restrictions: No Juubi Jins, KAguya, Outuski members.

NV has everyone else all past kages, villians, villages, etc.

I think it was stated somewhere the world has over 300 nukes so imagine they all shot it at once. I think it would be enough to destroy NV,

True, but this would also destroy Earth itself. If you combine that fact with the fact that certain characters could survive, then I would have to give it to NV. Examples: Obito could hide in Kamui's dimension while the nukes were going off. Sasuke could hide in Kaguya's dimensions. Etc...
