Hyugas are Hamura's descendants but Hamura didn't left any information for them about the byakugan and its potential. I guess all they are, they reached their by themselves. However Hamura's descendants who were aware of him like Toneri who knew what the byakugan is capable of are at a whole another level. Even without the tenseigan Toneri was powerful.
