and yeah boruto extracted the nue chakra out of everyone who was obsessed, so this part is definetly right!
and just think about it: every special eye in the narutoverse ends with "-gan" so it would be extracting-eye. i think thats enough its confirmend, Jougan is the name of Borutos special-eye!!

Fused Momoshiki looks like he has the same eyes. The anime version has white Byakugan with purple hue and black eye balls. Same as Bolt with blue hue Byakugan and black eye balls.

Toneri is referencing the fact that Boruto's eye went dormant because the Nue closed the gate. But it'll come back.
