Also, Sasuke had an entire district to himself, clan funds and shit, but apparently he was living at the top floor of some apartment. Why would Sasuke live in a decent apartment but Naruto didn't given Naruto's heritage?

it showed in one of the filler he gave Naruto welfare checks so maybe he just didn't want to spoil him make him work for a living tbh that's doing him a favor being spoiled at a young age can ruin a person's work ethic later in life and once the money well dries up they're ****ed. Minato found it appropriate to seal a demon in his kid cutting him off from the financial nipple as an act of tough love sounds a lot more humane in comparison.
