I believe Naruto would have stopped at Deidara due to no counter for his bombs.

Sasuke would have stopped at Pain due to lacking Nine tails help and FULL intel from Frogs.

If you wanna be really technical Sasuke would've stopped at Gaara. Naruto would stop maybe at Orochimaru, depending if he used the kyubi. If not, then Deidara for sure.
