The entire fight he never uses EMS which hinders his overall performance with him being stuck at 3T.

Clearly in the manga we see that Sasuke does infact have EMS in his right eye

Yeah fun fact, we have never seen Sasuke with his Rinnegan and EMS active at the same time, besides that 1 scan you posted. Thing is about his MS powers, susanoo doesn't requires it, ama is being casted from his left eye, so the only time he needs to activate EMS is when he wants to use kagutsuchi. There's still precog tho, and it's getting better starting from 3T->MS->EMS, so it's maybe because his Rinnegan kept all sharingan powers including precog which maybe stayed on EMS level, or maybe his Rinnegan grants even better precog than EMS since his eye is hybrid of Sharingan(with MS powers) and Rinnegan, so there's no reason for him to use EMS, but still that's stronger precog in only 1 eye, so idk weird shit.

EMS wasn't activated, it has far better precognition as it can track JJ Obito and SM Madara before Sasuke got boosted with Rikudo chakra.

There was no nerf!.. He'd just awoken a doujutsu he didn't fully understand an he charge up folks who were in tune with their own powers an he lost because of it..

(EMS is useless at that stage in the fight. He needed the Rinne to deal with Naruto an relied too much on it to win & Susano'o is a EMS technique so there's no nerf)

Over confident an arrogance was the cause of his defeat not nerfed because he didn't understand his doujutsu..

Sasuke was too cocky at VOTE 2 ... Imagine : if he didn't put all his power in Indra's Arrow , he could still have his Rinnegan active and use the Bijus' chakra again and again and put an end to the fight .
As I said , he was just TOO prideful .
