Sasuke still lost to a Naruto who was hell bent on not killing him though. I'd say Naruto was more restricted than him.

We saw him struggle against Edo Tensei Nagato, showing that in person, when one wields all of those abilities at once, they become more dangerous because all of the abilities are at their immediate disposal without losing them should a particular path body be destroyed.

If Naruto went up against a perfect Susano'o Sasuke with all of the Path's unleashed, i doubt Naruto would win.
