I think someone and co. trying to develop tenseigan power/weapon that will use for galaxy domination or reincarnation alternative from having Shinju. Tenseigan literally meaning is Reincarnation Eye, seam if harvesting tenseigan is important part for reincarnation of something that we don't really know yet. To awake Tenseigan doujutsu is easy just by using Hyuga main house byakugan and mixture of Otsutsuki chakura will form one but for Tenseigan altar/weapon they need countless Byakugan.

This will be the lost of byakugan clans such Hyuga's as well we see moon people extinction. It probably will happening soon name it Kawaki, humans, Toneri or unknown otsutsuki for a requirement for tenseigan weapon development not just Boruto will bared his life but he will lost everything, just referring to Momoshinki quote 'those eyes of your will taken everything from you'.
