Naruto still has RSM. Not using a jutsu/ability/power doesn't equal to losing it. If that was the case then a lot characters wouldn't have certain jutsu/ability/power because they haven't used it since the war or only they have only used it once. The pigmentation around his eyes or lack of pigmentation determines if Naruto is using RSM or BSM/chakra sage mode. RSM lacks the pigmentation.
The interesting thing about Naruto's RSM it that it has more than one form. This is RSM Naruto -

If RSM Naruto possesses more than one form and if he can use the different tail beat chakra individually in RSM than that would explain RSM Naruto form in the the gaiden/Boruto manga -

. Naruto was using base RSM along with the BM. In other words Naruto in was in base RSM+BM. BM is a jutsu just like lava RS.
Hagoromo told us that Naruto permanently possesses all of the tail beast chakra. That's how the tail beast are able to communicate with each other through Naruto. Naruto ran out of chakra while frighting Sasuke. Yet, after he recovered he was able to use all of the tail beast chakra to help cancel the IT without needing to receive chakra from them. That means all of the tail beast chakra inside Naruto recovered when he recovered. It's just like how the gold and silver brothers permanently possesses the 9 tails chakra. That's the reason their resurrected selves possessed the 9 tails chakra.
At this time there is not evidence or manga fact stating TSB can't be recreated. Remember RSM gives the user the ability to create the TSB not the other way around. So as long as Naruto possess the RSM he should be able to recreated them. Yes, I know what Minato said, but he was basing his information off what he observed at the time. During the war neither Naruto, Madara or Obito was a master at RSM.
