If you don't have feats you're apparently fodder, regardless of any abilities you might probably have given your status in the manga.

For example, Fugaku is considered fodder despite being leader of the Uchiha Clan and having a 3T Sharingan. Itachi was considered second strongest to Shisui and Shisui was considered second strongest to Fugaku. But if feats are unavailable people are immediately considered fodder but there's not much that can be done about that.
