There's alot of BS in this thread.
Naruto never stated he's weaker or no match for a weaken 3 Tomeo Sasuke. In fact characters don't refer to each other that way. Us readers do, but not the characters in the manga. IE: when Zetsu stated Naruto was stronger than Sasuke after the Pain battle he said it just like that. He didn't say SM Naruto or MS Sasuke. Naruto didn't know Sasuke's condition when he faced him after the kage battle. Us reader did, but Naruto didn't.
Naruto knew or at least believed he was facing a strong ninja that:
- defeated Orochimaru
- defeated Itachi
- defeated/captured Killer Bee
- fought and survive a battle against the kages and their subordinates
- defeated/killed Danzo
Remember, Naruto didn't know the conditions of those battle or that fact Sasuke received help. Some that information was incorrect. Sasuke actually failed to capture or defeat Killer Bee. Regardless that's the information he had on Sasuke and that's what his statement was based off of.
Naruto did say he needed the 9 tails to fight Sasuke, but he also stated he and Sasuke would both die if they fought. The manga clearly explains to us what Naruto meant by his statement and that was they were equal and would both die if they fought each other. Naruto's goal was to defeat Sasuke without killing him so for him to achieve that goal he needed to be stronger that Sasuke not equal to Sasuke. Remember it's harder to defeat a person without killing them by killing them.
SM Naruto and MS Sasuke are equal. Sasuke was stronger after his battle with the kages, but SM Naruto caught up to him and his display during the war proved it. 1st vs Madara battle proves SM=MS/EMS. I included EMS because EMS is just a MS that doesn't go blind so that allows to user to fully master it's power. SM is able to match that power with its different levels the user must master. Pa frog told Naruto before he fought Pain he had only mastered SM to a certain level. That level was the basic level. Naruto had perfected the transformation, but could only maintain SM for about 5 minutes so he was nowhere close to fully mastering it.
