Kiba is pretty stupid and rash, unless he starts out with fang over fang he loses. It depends on the senario.

I would say Kiba would have to use Smoke bombs to get the win because i have a strong feeling he'll engage Preta with cqc and find out the hard way what his power is

Preta path would win. Chakra rods to stab Kiba with and put him down as well as mess up his use of chakra, being able to grab Kiba and drain him like he did to Naruto, fast enough to dodge a punch thrown by Sage Mode Naruto so he'll be fast enough to keep up with Kiba even though he kept up with Kiba and his mom for a while so eventually Preta puts him down
