I mean think about it look at these characters:

Kakuzu = Naruto battled when he lost hearts before the battle began

Nagato = He couldn't use the strongest Pain thanks to fighting Konoha, meaning Naruto battle a nerfed Pain

Orochimaru = Sasuke battled a weaken Orochimaru

Madara = Naruto and Sasuke battled a weakened Madara due to him fighting 8 Gate Gai


There might be more but those are the ones I remember. It seems the main character battle ememies which gets nerfed due to being weakened.

Itachi with his illness nice one and letting Sasuke win, as for Danzo he was nerfed your right, he was not able to use MS.

Madara is the only character with real screentime whose prime self > Naruto and Sasuke individually even in their current selves.

Kakazu - Naruto was weakened from training to master FRS.

Madara - Naruto and Sasuke literally fought Juubi. JJ Obito etc then fought Madara.

Those aren't nerfs..... If anything it evens out.
