She probably did for most of the series but because of Naruto has so much more chakra than her and can control it all perfectly, I'd have to go with him. If she was a Jinchūriki, I'd would rather say her though.

Chakra control has tons of tecnics.

Naruto is way better than her and Sakura in the war. Since they only relay on celular level chakra control which made precisely, just like medics.

That kind of control can do it all medics, Tsunade and Sakura are just the best. While Naruto and Minato are the only one who has done feats where no one has done or thought possible.
