Noodles has these types of scenes with plenty of other characters if you bring manga scans then perhaps we can get context and review whether it's one sided or not. These could be taken as sign of noodles concerns for a fellow konoha ninja he is a friendly person after all. But manga should clear up if noodles responded to Hinata's desperation to prevent suicide or if there were legitimate feelings on his part and not out of pity.

Consider for a moment both are desperate. 1 is madly infatuated with the other and the other knows it'd destroy the infatuated who's trying everything to recieve attention.
He has not kissed anyone since Sauce and thinks if I don't do something I'll never get another girl who'll be at my beck and call. She mat even commit suicide I'd better kiss her.
In which way is this love ? This is both desperation and caring. It may have blossomed into affection at a later date but I'm not 1 to speculate.
