Before I start I wanted to say the reason I think the theory can be valid is because history is always distorted, no fact can be determined as fully accurate unless the person was there to witness is 1st hand. The theory is just an assumption but can be justified in some way so here we go,
Ashura believes in co-operation and so did Hashirama
Hashirama co-operated with Mito to tame Kurama
The first Hokage recognized Mito's power which should mean he also acknowledged the power she possessed and its usefulness against tailed beasts.
He co-operated with Mito to capture Kurama, and due to the role she played in capturing the strongest bijuu we can assume that maybe, Hashirama decided it would be beneficial to continue co-operating with her clan to catch the remaining bijuu.
Due to this the remaining factions would also recognize how powerful the Uzumaki can be and how much of a threat they can be to anyone seeking to use bijuus as a weapon. It would eventually lead to them being feared and then exterminated by one of the rival villages (and possibly Madara).
Although Hashi was strong enough to fight bijuu 1v1, we should remember he might have sustained permanent wounds from the Madara fight and could've relied on help, it's in his nature to co-operate even if he can solo neg diff.
