Depends on how you want to see it. If you want to focus on pure destructive power, aoe attacks, then Naruto is better. If you want to talk about diffirent types of attacks then sasuke.

depends on what someone means by "better". Sasuke has variants that are effective for almost any given situation regardless of how close an ally is close to the target. Naruto mostly has destructive AoEs that are pretty to look at but can't quite use if an ally is in the target's immediate vicinity.

Mini rasenshuriken, magnet release rasengan = insta sealed. Imagine the variation if he applied bijuu chakras to mini rasenshuriken/rasengan.
