Yes he can all of the Uchiha other then Itachi + Shisui and Sasuke are fodder. Itachi dont have MS at this point he got that the night before the Massacre, so that's only 3 tomoe sharingan for him. Fugaku has no feats or techniques other then fireball jutsu. Shisui only has his 1 MS Genjutsu and Shunshin. Obito would slaughter them all, probably hold Sasuke hostage so he can't do anything.
