I believe when Kishimoto decide that Hinata will be master of Jyuken with no doubt with panel or not she will able to do rotation which one of basic jutsu of Hyuga.

Show me link where Neji, Hiashi, Hanabi able to do this, which is a jutsu using high advance jyuken create forms similar with Kaguya jyuken feats. The only one possible to use this similar feat with Hinata would be no one other than Boruto or Himawari which will inherited Hamura chakura through Hinata.
