3T can only track V1 Ay or Slower

Based on manga. Its clear that V1 Ay is the most Sharingan can track.

Why?

Because V2 Ay was so fast that Sharingan could not track his movements at all.

Hinata trained her eyes range from some km to a large km range

while Neji focused on Gentle Fist adn overall speed

She was like 10 ten times stronger than both Sasuke and Naruto, meanwhile MS Sasuke was kage level which means he was equal to kages(actually without susanoo much weaker than raikage), so that's not really sharingan weakness or fault that Sasuke couldn't track the fastest of the kages.

I think he is refering to 3 tomoe Sharingan.

And I think C (blonde Raikage bodygard) said that Raikage speed with Raiton armour is too fast for normal sharingan
