Well, he's by himself haha, although genjutsing a passerby Kurama could sway the battle somewhat...

Pa was able to spar in CQC with Sage Mode Naruto, has frog call to stop Fugaku in his tracks, has his tongue which can extend quite a few meters and can cut meters pipes and slice through a boss summon, and he can use Suiton which could counter Fugaku's Katons. Fugaku is featless and doesn't have to much hype so I'd go with Pa here
