I am Tobirama's fan. But I must admit that he isn't the greatest Suiton user. It's Kisame Hoshigaki the greatest user. I think that Tobirama was the greatest Suiton user at his time as he was the fastest shinobi , but nowaday there are shinobis who have surpassed him.

But Tobirama is one of the best Suiton user because he can use Suiton jutsu without water source and can execute Suiton Suiryudan No Jutsu with only one hand sign.

Suiton Shuishouha isn't canon because it appear only in Anime but not in the Manga.

Yes Suiton Suidanha is very usely against Summoning creature and Bijuu , but I think really that Kisame's Suiton is better.

But one thing is certain , during the 4th war , Tobirama had not the occasion to show his Suiton , because Juubito had a Rinnegan's ability to cancel Ninjutsu and Madara was invincible. It's the only argument to prove that Tobirama is maybe the best Suiton user. But in the facts, Kisame is the best.

Tobirama can use Suiton without water source using the water's molecule present in the air. So he can use all Suiton Jutsu without source . Technically the water's molecule can be considered as water source , but the difference with the other water source known , it's that water's molecule are present everywhere , even in the desert , so Tobirama can use his Suiton everywhere. Because as you know the other water source as sea or lake aren't present everywhere.

But the other shinobi like Kisame can use Suiton without source secreting water in their mouth for example to project water , but this method is limited because for example Kisame can't use his Suiton Shark or Suiton Suiryuudan with his mouth , he need water source.

Contrary to Tobirama who technically can use all Suiton Jutsu without source , except Suiton Suidanha where he need to use his mouth.

Buuut , Kisame can create water source with Suiton Bakusuishouha , so he can also use his powerful Suiton Jutsu everywhere, but Tobirama is favoured because he can use directly his Suiton Jutsu , unlike to Kisame who must first use Suiton Bakusuishouha to have his water source.

Sarutobi clan is specialised in Katon like the Uchiha. Hiruzen is one of the best Katon user yes.

Hiruzen can't compare to a Uchiha in katon he can make a fireball big deal he can't make like fire tigers or birds like itachi or sasuke. A senju is far superior to a person like kisame
