The Otsutsuki need the fruit tree in order for their eyes to become Byakugan. If it's activated by chakra then they need the chakra fruit first which comes with the Rinne-Sharingan.

You're well aware that the chakra wielding Byakugan users are the Hyuga, but you know they're weak so you're using the Otsutsuki as a substitute despite not realizing that the Otsutsuki rely mostly on the power of their Rinne-Sharingan rather than the Byakugan.
