Yes, but utilizing Susano'o does not require the full form of the Tailed Beast(s), nor does it give risk of "paralyzation"/death. Black Zetsu is sealed with the Demonic Statue, but that has zero relevance since they're not even at the same layer to be touching. Regardless, the Rinnegan only summons the Demonic Statue, not everything sealed in the Planetary Devastation.

Black zetsu passes through solid object all the time, undergound, in madara's burial, etc. So this whole layer thing is a pointless argument given his ability. He's with the gedo mazou now.

I don't even know what you're talking about. If Sasuke were to become the Ten-Tails' host, he wouldn't be able to kill them because extracting them would result in him being paralyzed/dead. Black Zetsu is sealed, not just trapped. If he could just move around and out then there'd be no point in Naruto throwing him in. Even then, however, the Rinnegan only summons the Demonic Statue. Black Zetsu touching it means nothing since he's not being summoned.
