Naruto shouldn't be in the top 5.
Chakra control = something that you fully control and utilize.
When Kurama told Naruto he would let him use his chakra. Then Naruto went super Saiyan 2 after. That ain't chakra control. He pretty much established a few chakra pools that connected to one another on it own. However at any point, If kurama want to, Kurama can destroy those smooth flow connections between those chakra pools. Due to naruto not really utlizing high level chakra control in his RSM, he can easily destroy himself by Kurama's action.
If you pay attention throughout the manga, naruto is really the type that builds up chakra and uses it right away while letting his chakra leak at the same time.
btw..The seal prevents Kurama from destroying Naruto's chakra flow. Over time, Kurama's chakra slowly leaked into him making Naruto's chakra adapt and grow under that condition. This would also increase the quality of Naruto's chakra because it had spent years adapting to Kurama's chakra. So don't say it is all chakra control that Naruto can handle the Kurama ever since a baby.
So again, Naruto's chakra control ain't on Sasuke or 5th Hokage level. His "Chakra set up" allow him to not have to utilize a great deal of chakra control to do what he want.
Another example. Why 1st Hokage and Naruto can handle sage mode so damn well and others can't? Their chakra pool is so large that they can ignore or not worry about molding senjutsu chakra for a long period of time. That ain't high level chakra control.
High-level chakra control would be 4th Hokage trying to use sage mode. His chakra pool ain't as large as Naruto and probably ain't high quality as naruto. This mean, he have to use extreme chakra control balance his chakra with nature energy to create senjutsu(High quality chakra). Since his body ain't use to high quality chakra, he gotta go a step furthur to make sure he keep it stable and under control. That's an example of high level chakra control.
I'm not saying Naruto doesn't have chakra control. His blessed body allows him to do more things and not worry about chakra control as much as other characters.
Naruto = Got two large power plants and a partner
Sasuke = One mid-size god-tier quality power plant and is running it by himself
Sasuke has to worry about chakra control more than Naruto. Because getting 2 power plants and a partner to create shit easily.
Now what Sasuke did with all them Pokemon to create lightning Susanoo is the finest chakra control in the manga after hago made them pokemon.

His mess up JJ from that was all over the place was due to lack of high-level chakra control and couldn't establish power plants with the ten tails like Naruto did with Kurama. Also, he was also missing senjutsu chakra.

He did it. That was god level chakra control to control senjutsu chakra and create a power plant to work with the ten tail's power plant.
