I mean, to your credit- all Byakugan users need chakra control.

It is old, but the explanation still works. People tend to think Naruto has good chakra control, but that's because Kurama gives him chakra.

He doesn't have the necessary chakra control to cast a jutsu and save as much chakra as possible, he spares more chakra than a skilled user like Sakura or Sasuke.

If a jutsu requires like 10% of chakra, Sasuke and Sakura will utilize exactly 10% of their chakra to cast that jutsu. Naruto, on the other hand, doesn't know how to do that, he will utilize like 30% or 40% chakra to cast that same jutsu.
