Mitsuki can't activate Sage Mode At Will

Mitsuki can't activate sage mode because we didn't see him activate it against Shino and he didn't activate it in Boruto movie .

So i think he can't control it or at least use it at will .

think about it. why would mitsuki use sage mode against shino?
why would he use it in the boruto movie when the focus is on boruto?

He's young and still new to it. He didn't actually travel to the Snakes and study the art of Sennin. So yeah I agree, he either can't use it at will or it responds to an emotional state...at least for now. We know he will eventually master it. He should study under Naruto or better yet Kabuto for this.

You're forgetting that Mitsuki is waiting for Boruto to do something amazing, if he solo'd Shino, then there would be no point in testing/observing Boruto.
